The committee will be discussing the upcoming 1% sales tax referendum and potential revenue from a future cannabis tax, as well as outlining legislative priorities for the 2027 General Assembly session.

During the informal meeting, councilors will relay service delivery issues to city administration.
The formal meeting’s consent agenda includes votes on several special use permits, including one for development of four single attached homes along Rear Monument Avenue in the 1st District and a conditional permit for hosting live music at Bingo Beer Co. in the 2nd District.
Council is also set to vote on a directive to Chief Administrative Officer Odie Donald II to execute a memorandum of understanding between the city and the Richmond Redevelopment and Housing Authority establishing the roles of each entity in the redevelopment of the Gilpin Court housing community. In addition, council is asking that similar MOUs be implemented for future redevelopment of other public housing communities.

The commission is once again reviewing plans for Little John Park before discussing an ordinance on the redevelopment of 1209 Overbrook Road, the former Richmond Community Hospital site. Also, Virginia Union University is seeking city approval to build a residential apartment complex with roughly 100 units.

The committee is discussing several ordinances on the agenda, including a license agreement between the city and the Friends of East End for the purpose of the group continuing to provide ground maintenance like removing overgrowth and gravestone documentation.
Another item on the agenda renews calls to lower the city’s tax rate by four cents from $1.20 to $1.16 per $100 of the property’s assessed value.

Hanover’s planning commission will hold a public hearing and vote on possible amendments to its comprehensive plan. The changes to the long-term planning document would modify the boundaries of Hanover’s suburban service area (areas of the county designated for economic growth) and rezone properties across the county.

The commission is set to consider two rezoning requests. The first would rezone 4.31 acres of land in Midlothian at 2611 Goodes Bridge Road from “neighborhood business” and “semi-urban neighborhood” to “corridor commercial.” This would also involve a conditional use permit to allow for parking and storage.
The second would rezone almost 42 acres in Matoaca at 6200 Claypoint Roadfrom “suburban community” to “agricultural.”

Members are expected to consider a resolution to initiate the renaming of Johnson Road between High Pearl Street and Flank Road as Moses Malone Boulevard, in honor of the basketball legend and Petersburg native who led the city’s high school basketball team to multiple state titles.
Council is also slated to hear a resident’s appeal effort to overturn the city’s Architectural Review Board denial of their roof solar panels in the Folly Castle Historic District.
