Glenn Youngkin’s tax plan, according to an analysis from a progressive fiscal organization.Youngkin is proposing to cut personal income taxes by 12% across all tax brackets and to raise the sales-and-use tax from 4.3% to 5.2%, an increase of 21%.
Curious Commonwealth asks: Why are cities in Virginia independent from counties?

For some Virginians, the idea of cities being surrounded by — but not a part of — a neighboring county can be aggravating. And for transplants, it might just be confusing.
The city-county arrangement in the commonwealth isn’t widely used in the U.S. Baltimore, Carson City, Nevada, as well as a handful of others are independent from their surrounding counties. But having this sort of arrangement doesn’t mean cities and counties can’t — or don’t — work together.
