Below are details on some upcoming public meetings in Richmond, Hanover and Henrico counties.
Richmond
Richmond City Council

The council doesn’t have any regular agenda items listed — but is set to vote on consent agenda items.
Those include a proposal allowing speed cameras to be installed at certain high-risk intersections after a new state law was passed in 2024. Criteria for a potential problem area is:
- a highway not more than 1,000 feet from school property that's part of or adjacent to an intersection containing a marked crosswalk
- the site of a traffic fatality since Jan. 1, 2014
The council is also expected to vote on transferring $500,000 from the city’s reserves to the Central Virginia Legal Aid Society for overseeing Richmond’s Right-to-Counsel for Evictions Program.
Other items include a proposal to accept nearly $2.4 million from the Virginia Resources Authority to fund the private customer portion of full lead service line replacements, as well as a $2.6 million agreement with VRA to pay for the city’s portion.
The council is set to vote on whether to allow the city to finalize a grant agreement with 2811 Rady, LLC, to build an affordable housing development at 2811 Rady St.
According to the ordinance, grant payments will be limited to incremental real estate tax revenues the project generates, and the development must have occupancy and rents at 60% of area median income for 30 years.
Council is also prepared to vote on a resolution from Mayor Danny Avula’s administration, allowing the city to seek federal money — and commit to matching 20% of the funds, if approved — to replace the Mayo Bridge.
Additionally, there’s a resolution that would make the area “generally bounded by Riverside Drive, Cowardin Avenue, Hull Street and West 24th Street” a “Neighborhood Node” under the city’s master plan.
That means, the area could see more commercial development and upgrades; the resolution indicates the area has become “the gateway to South Richmond due to considerable growth.”
Public Safety Standing Committee

Stephen Willoughby, the city’s director of emergency communications, preparedness and response, is set to present a water emergency incident response assessment and post-disaster recovery plan.
The presentation comes after state regulators issued a Notice of Alleged Violations against the city over the series of failures that led to Richmond's recent water crisis.
Richmond Police Chief Rick Edwards is also expected to share the city’s 2024 crime stats.
Commission of Architectural Review
3:30 p.m. Tuesday

The commission will consider applications seeking to build a new three-story dwelling at 2201 Venable St. and a new three-story multifamily building at 401 W. Marshall St.
Richmond School Board’s Finance and Audit Committee

The committee is set to get a financial update and discuss the district’s budget timeline after Superintendent Jason Kamras made his proposals last week.
Members are expected to be updated on posting audits online, and review and discuss the 2025 audit plan, as well as a 2024 whistleblower report. The panel also plans to be updated on a purchasing card process and transaction review.

The commission has asked Eric Whitehurst, Richmond’s new water utility deputy director, to attend the meeting, a panel member told VPM News.

Supervisors are slated to hold a public hearing on establishing a rental inspection district for St. Luke Apartments as part of Henrico County’s rental inspection program.
The program's goal is to promote safe and decent rental housing in the community, and allow building officials to periodically inspect residential rental units.
The board will also consider increases to its Home Purchase Assistance Program for county employees.
Henrico Community Development Needs Public Hearing

Henrico’s Department of Community Revitalization is set to host its second public hearing to discuss the performance of its community-led initiatives.
Officials are expected to discuss the findings of the county’s 2023-24 Annual Performance Report, submitted to the U.S. Department of Housing and Urban Development.
