On the agenda: Richmond schools budget, SOLs, Woodville replacement

Public meeting highlights in Central Virginia for the week beginning March 3.

Below are details on some upcoming public meetings in Richmond.

Richmond

Organizational Development Standing Committee
4 p.m. Monday
Council chambers, 2nd floor, Richmond City Hall

The committee is set to hear presentations on the Richmond People’s Budget — a program that allows residents to decide which projects to fund with $3 million in the city’s budget.

Richmond’s public utilities directoris expected to give the panel details on a third-party review of January’s water crisis. The public works director is also slated to give the city’s paving plan report.

The standing committee is set to consider a resolution to establish policies and procedures for the city’s Civilian Review Board — more than two years after City Council voted to set one up. The proposal includes standard operating procedures for the review board.

Any recommendation from the committee must go to City Council for a final vote.

School Board

The board is set to go over high school winter SOL results — the district’s presentation says scores are up in every subject — and discuss the superintendent’s budget proposals.

Members will also review new employee contract language that will be finalized in April and review potential policy changes on the district’s authority to search students or their belongings.

The board is also expected to get an update on the reconstruction of William Fox Elementary School, which was significantly damaged by a 2022 fire.

Planning Commission

The commission is set to consider a conceptual review of a plan to replace Woodville Elementary School with a three-story school on the northern side of the existing structure.

A special-use permit request for apartment buildings with up to 180 units in the Piney Knolls neighborhood is also on the commission’s docket. City staff recommended that the commission reject the proposal.

Any recommendation made by the panel must go to the City Council for a final vote.

Commission members are expected to get their yearly presentation on Richmond’s master plan, “Richmond 300.”

School Board

Board members are set to get the fiscal year 2026 operating and capital improvement budgets for approval, according to the meeting agenda.

The board is expected to vote on protocols for after-school sports events that would, among other things, allow the district to search anyone — including fans, players, cheerleaders and band members from the opposing team.

These policy revisions also call for requiring tickets to be bought in advance and only allow people 17 or younger to attend with someone 21 or older.

Another policy change set for a vote would allow school authorities or law enforcement to search visitors or their cars while on school property.

Board members are also slated to vote on revising a policy that would require parents who provide home school to their children to notify the superintendent no later than Aug. 15.
