On the agenda: Chesterfield budget, proactive rental inspections in Richmond

Public meeting highlights in Central Virginia for the week beginning March 17.

Below are details on upcoming public meetings in Richmond and Chesterfield County.

Richmond

Richmond Redevelopment and Housing Authority Administration & Finance Committee
5:30 p.m. Monday

The committee has not posted an agenda for the meeting. The deadline to sign up for public comment is noon Monday, and members of the public can join the meeting virtually.

Land Use, Housing and Transportation Standing Committee
3 p.m. Tuesday

The committee is expected to consider an ordinance to accept a $500,000 federal grant from the National Fish and Wildlife Foundation to help pay for improvements to the Whitcomb Community Park.

The project aims to convert a grass park “susceptible to constant flood events” because of poor drainage.

Committee members are also set to vote on a resolution backing a study on installing speed cameras in the 600 and 700 blocks of South Belvidere Street. If approved by the full council, the proposal would also ask the city to find additional places to install the devices.

Another resolution set for consideration would designate a 1.8-acre site at 809 Oliver Hill Way as a revitalization area. It could help secure Virginia Housing funding for a development with 80 multi-family units for people earning between 40% and 60% of the area median income.

Kevin Vonck, the director of the city’s Department of Planning and Development Review, also plans to recommend creating a program that would allow City Council to set up districts where city officials would “conduct proactive inspections” of rental units.

According to a presentation Vonck is expected to give, the council could create districts when it finds a need “to protect the public health, safety and welfare” of the people living in rental units in the area.

Commission votes are recommendations for the Richmond City Council, which has the final say on ordinances and resolutions.

Planning Commission

The commission will consider a special-use permit request from the owners of Padel Plant, the city’s canal-front pickleball and paddle sport venue, seeking to add courts and gathering spaces outside the building.

The commission is also set to hear a presentation on the city’s plan to change zoning codes on tobacco, nicotine and hemp product retail sale locations.

Commission votes are recommendations for the Richmond City Council, which has the final say on ordinances and resolutions.

Richmond School Board
6:30 p.m. Tuesday

The board is expected to hold a policy committee meeting to review and discuss an array of topics, including hiring family members, fraudulent and wrongful acts, and artificial intelligence.

Finance and Economic Development Standing Committee
2 p.m. Wednesday
Council chambers, 2nd floor, Richmond City Hall
301 N. 9th St.

The committee is slated to vote on an ordinance to accept nearly $1.5 million from the Virginia Department of Conservation and Recreation to help update the city’s stormwater asset inventory.

The committee’s also set to decide whether to recommend accepting $2 million from the U.S. Department of Transportation to review assets and properties ahead of the potential redevelop of downtown’s transportation infrastructure.

Another proposal the committee is expected to consider is a $371,232 grant from the Virginia Transit Association to fund a “Free Rides to Work program” in the city for certain residents.

The committee's slated to receive presentations on collective bargaining and increased staffing costs from the city’s human resources director, and on regional competitiveness from the president and CEO of the Greater Richmond Partnership.

Chesterfield County

Planning Commission

The commission is slated to hear public comments and consider a conditional use permit to allow a private museum with antique cars and airplanes on a 2.7-acre parcel at 7400 Whitepine Road.

The proposal also calls for a restaurant with outdoor seating, where customers can see planes arrive and depart from the Chesterfield County Airport.

At the commission’s 3 p.m. work session, members are expected to get an update on changing the county’s zoning rules.

Chesterfield will also host community sessions on the budget, all of them starting at 6:30 p.m.:

  • Monday: Dale District, Beulah Recreation Center (multipurpose room)
  • Tuesday: Matoaca District, Career and Technical Center, Hull Street Campus (auditorium)
  • Wednesday: Clover Hill District, North Courthouse Road Library (community meeting room)
  • Thursday: Bermuda District, Chester Library
