Richmond Mayor Danny Avula presents first budget

Danny Avula unveiled his first budget proposal as Richmond mayor this week, a $3 billion spending proposal for fiscal year 2026 that would invest in affordable housing and increase pay for many city employees, but would also lead to rate hikes for utilities like gas and water.
It also allocates $9.6 million more to Richmond Public Schools than in fiscal 2025, but approximately $20 million less than the division asked for in order to address its top priorities.
After his presentation, Avula made his exit — but was briefly foiled by an unexpectedly closed door.
