On the agenda: Richmond budget amendments, Ashcake Road Landfill expansion

Below are details on upcoming public meetings in the cities of Richmond and Charlottesville and the counties of Chesterfield, Albemarle and Hanover.


Richmond

City Council
1 p.m. Monday

Members are set to talk over their proposed changes to Mayor Danny Avula’s spending plan for fiscal year 2026. The council has also scheduled time for a closed session to consider an appointee’s performance.

Council is slated to hear from city residents on councilors’ amendments to Avula’s FY26 budget, and then discuss their proposals.

Public Safety Standing Committee
1 p.m. Tuesday

The committee is expected to hear three presentations on the emergency services in the city.

The CEO of the Richmond Ambulance Authority will present on RAA’s compliance numbers and how long the system took to answer 911 calls from October 2023 to March 2024.

The city’s Department of Emergency Communications, Preparedness and Response will discuss the agency’s compliance scores and 911 call data for 2024 and 2025.

And the city’s Department of Fire & Emergency Medical Services will review performance, including incidents and response times, over the last three months of 2024.

Land Use, Housing and Transportation Standing Committee

Committee members are expected to hear a presentation on the Shockoe Heritage Center.

The committee is also set to vote on a resolution backing a study on installing speed cameras in the 600 and 700 blocks of South Belvidere Street. If approved by the full council, the proposal would also ask the city to find additional places to install the devices.

Members will also consider whether to approve a deal for a $4.2 million state grant to replace a culvert under a portion of Walmsley Boulevard crossing Grindall Creek. The project “will remove the culvert’s structurally deficient status,” according to city documents.

Another proposal slated for a vote calls for the Planning Commission to consider an amendment to the city’s Master Plan updating the vision and next steps for the Six Points “neighborhood node,” which is at the center of the Highland Park community.

The proposal requests that the city create an economic development strategy for the area, study traffic and pedestrian safety, consider infrastructure needs and other moves.

All committee votes are recommendations to the full City Council, which has the final authority on proposals.

Governmental Operations Standing Committee
1 p.m. Wednesday

The panel is set to decide whether to recommend approval of labor agreements with two bargaining units — nearly a year after City Council approved union deals with the other three.

One is the labor and trades unit, mostly made up of public utilities and public works employees. The other is the professional unit, which includes nonsupervisory and non-managerial city employees.

All committee votes are recommendations to the full City Council, which has the final authority on proposals.

Additionally, Scott Morris, the city’s Department of Public Utilities director, is set to present the latest on the city’s effort to replace lead service lines.


Chesterfield County

The board is set to hold a public hearing on using eminent domain to acquire land for a new school campus west of Otterdale Road. Chesterfield needs to expedite construction to meet scheduled openings of three schools, per county documents.

A consultant for the county hasn’t been able to “acquire right-of-way and easements from three of the eleven parcels required” and recommends that it exercise eminent domain — something it did last year to facilitate a road expansion.


Hanover County

Board of Supervisors

The board has scheduled a public hearing on a proposal to expand the Ashcake Road landfill, which has faced local resistance — including from a historically African American neighborhood near the landfill.


Charlottesville

City Council
6:30 p.m. Monday
Council chambers, Charlottesville City Hall
605 E. Main St. 

The council is set to hold a public hearing on the city’s real estate tax rate, which is proposed to stay at $0.98 per $100 of assessed value, per city documents.


Albemarle County

Board of Supervisors

The board is expected to hear residents weigh on its proposed budget for fiscal year 2026.
