On the agenda: Richmond plastic bag tax, Chesterfield budget amendments, Hanover schools

Below are details on upcoming public meetings in the City of Richmond and Chesterfield and Hanover counties.


Richmond

City Council

Council is slated to vote on implementing a 5-cent tax on most single-use plastic bags starting Jan. 1, 2026.

Councilors are also set to consider a proposed study on paying janitorial and security contractors the City’s minimum wage of $20 per hour.

A proposal from the Veritas School, a private Christian school, to build six tennis courts on its Northside campus is also scheduled for a vote.

The Planning Commission voted 5-2 to recommend approval of the proposal, with former Interim Chief Administrative Officer Sabrina Joy-Hogg voting against it.

Councilors are set to vote on a proposal to change city code with Richmond’s revised flood insurance rate map plan to comply with Federal Emergency Management Agency requirements.

A proposal to seek $10 million in state funding for maintenance and construction help on transportation projects is up for a vote. It would cover the 2027 and 2028 fiscal years and require the city to match funds for the projects.

The committee is scheduled to hear presentations on the City’s Urban Forestry Program, capital maintenance program and Gas Works capital improvement plan and staffing.

Public Safety Standing Committee

The committee is set to hear presentations about the City’s emergency response times from the heads of the Richmond Ambulance Authority and Department of Emergency Communications, Preparedness and Response.

Chesterfield County

Board of Supervisors

Supervisors are expected to hold a public hearing before considering amendments to the county’s 2025 fiscal year adopted budget, “which includes an additional appropriation” that goes over 1% of the total spending costs in the current budget, per county documents.

Another public hearing is scheduled to consider resolutions to approve the FY26–FY31 Secondary Road Six-Year Plan and FY26 Secondary Road Improvement Budget.

The board is also slated to vote on enacting proposals that would give police increased power to enforce “problem behaviors” at county parks as potential Class 4 misdemeanors with up to a $250 fine, according to the meeting agenda.

The proposal, which would take effect Sept. 1 if passed, covers park hours, loud noises, projectiles, fires and more.


Hanover County

Board of Supervisors

The board is set to vote on School Board recommendations for the county’s Cold Harbor and South Anna districts.
