On the agenda: Richmond bag tax, Chesterfield and Richmond school boards, Albemarle jail

Below are details on upcoming public meetings in the City of Richmond and Chesterfield and Hanover counties.


Richmond

City Council
6 p.m. Monday

In a meeting rescheduled after Richmond's water outage last week, Council is slated to vote on implementing a 5-cent tax on most single-use plastic bags starting Jan. 1, 2026.

Councilors are also set to consider a proposed study on paying janitorial and security contractors the City’s minimum wage of $20 per hour.

A proposal from the Veritas School, a private Christian school, to build six tennis courts on its Northside campus is also scheduled for a vote.

The Planning Commission voted 5-2 to recommend approval of the proposal, with former Interim Chief Administrative Officer Sabrina Joy-Hogg voting against it.

Councilors are set to vote on a proposal to change city code with Richmond’s revised flood insurance rate map plan to comply with Federal Emergency Management Agency requirements.

A proposal to seek $10 million in state funding for maintenance and construction help on transportation projects is up for a vote. It would cover the 2027 and 2028 fiscal years and require the city to match funds for the projects.

Members are set to be updated on the school district’s proposed fiscal year 2026 budget. In May’s meeting, school board members raised concerns about reductions like the elimination of a junior audit position and slashing the budget for their professional development.

The board will also discuss revisions to the district’s memorandum of understanding with the Richmond Police Department.

A presentation on the district’s chronic absenteeism, which is reportedly down 4%, is expected.

Board members are expected to vote and adopt the fiscal year 2026 budget.

The board is also considering declaring Abner Clay Park surplus and transferring ownership to the City of Richmond. A vote is expected on Tuesday.

RPS students on the advisory council are expected to present their findings on the district’s school meals and provide recommendations for improvement and student satisfaction.

Planning Commission

The commission is scheduled to review proposed bridge replacements over the Manchester Canal and Lombardy Street.

It will also consider an ordinance that would close several unimproved street and alley sections in Swansboro to facilitate a planned affordable housing development.


Chesterfield County

School Board

The board is set to consider the adoption of the FY26 operating budget and FY26–30 capital improvement plan, as well as potential revisions to several division policies.


Charlottesville City

City Council

Council is set to hear public comment on an ordinance that would establish new rates for the city's water and gas utilities ahead of a final vote at the June 16 meeting.

Members will also consider a resolution approving plans to issue a bond to finance renovations at the Albemarle Charlottesville Regional Jail.
