After a monthslong national search, Richmond Mayor Danny Avula has selected a new chief administrative officer to lead day-to-day operations at City Hall.
Avula announced his nominee, Odie Donald II, in a press release Friday afternoon, saying that Donald’s compelling life story and belief in “effective and responsible public management” speaks to Richmond’s highest aspirations.
“His combination of strong management and deep compassion is exactly what is needed to realize our vision of a thriving Richmond that leaves no one behind,” Avula said.
During his mayoral campaign, Avula said he would conduct a nationwide search for CAO, to find someone best suited to take Richmond to the next level, while leading an“effective and accountable” City Hall. The search was officially launched on Dec. 14 with assistance from The Robert Bobb Group and PoliHire.
Donald comes to the position with nearly 20 years of experience in municipal government, most recently serving as chief of staff to Atlanta Mayor Andre Dickens. He will be responsible for managing the city’s $3 billion budget, implementing city council priorities, personnel decisions and supporting city staff in delivering public services.
In a statement, Donald said he is passionate about building strong and effective teams that deliver for residents by streamlining services, improving infrastructure and fostering economic growth for everyone.
“Richmond has incredible potential, and I’m excited to work alongside the talented City staff and dynamic City Council to, together, build a strong foundation for thriving neighborhoods, an efficient City Hall, and a city where every resident has the opportunity to succeed,” Donald said.
The salary for the position, which reports directly to Avula, is set to $365,000.
Former CAO Lincoln Saunders, who served in the role for four years under previous Mayor Levar Stoney, stepped down on Dec. 31, 2024, before Avula was sworn in. Avula appointed Sabrina Joy-Hogg, the city’s deputy CAO of finance and administration, as interim CAO.
Joy-Hogg announced her resignation last month, effective June 6. She begins her new role as Newport News’ senior deputy city manager for finance and administration on June 16.
City Council is expected to confirm Donald’s appointment at its June 9 meeting.
