Below are details on upcoming public meetings in the City of Richmond and Chesterfield and Hanover counties.
Richmond
Land Use, Housing and Transportation Standing Committee

The committee is expected to get two presentations: one on housing and displacement in the city, and another from the chief development officer for the Greater Richmond Transit Company.
Members will also vote on resolutions to support federal funding applications for sidewalks along Carnation Street and German School Road, bike lanes on Franklin Street and pedestrian crossing improvements along Forest Hill Avenue.
Committee votes are recommendations for the full City Council, which has the final say on proposals. If the applications are ultimately approved, the city would have to cover 20% of the funding for the projects.
School Board

The board is set to hold a special meeting to consider the school district’s Head Start grant refunding application.
Members are also scheduled to meet in a closed session to “discuss and consider the assignment, appointment, performance, demotion, discipline, and salary of specific classified employees.”
Planning Commission

The commission is slated to consider a proposal to accept $1.38 million in state funding for the city’s Complete Streets project. All votes by the commission are recommendations for the full City Council, which has the final say on proposals.

A presentation on the city’s minority business development study and implementation plan is scheduled.
Charlottesville City
City Council

Council is expected to hear from the public, then vote on proposed new utility rates and fees for gas, water and sanitary sewer services.
The average customer who receives water, wastewater, stormwater, and natural gas (81.4% of residents) is projected to pay $12.84 more per month on utilities.
On average, utility bills for residents receiving just water, wastewater, and stormwater service will go up $10.15 a month.
If approved, the new rates would take effect July 1.
Members are set to approve the hire of William David Milton as the city’s new assessor. A “Confidential Settlement Agreement” is on the council’s agenda. And City Manager Sam Sanders is also expected to give a departmental report.
Albemarle County
Board of Supervisors
1 p.m. Wednesday

Members are slated to consider a special exemption request to move part of an “existing 50’ gas easement into Green Space 1, which is designated as a conservation area and includes a Water Protection Ordinance buffer.”
Staff recommends denying the proposed variation, with documents stating the county engineer “believes the required findings are not met and that the request is not minor in nature.”
The board is expected to review its 2025 state legislative priorities and discuss ones for 2026.
Public hearings are scheduled for proposals to increase board members’ pay by 3% (from $20,199 to $20,805) and the compensation for appointed members of other local boards.
