Henrico residents ‘not supportive’ of Rosie’s expansion plan

Objections from state lawmakers and residents of Henrico County have not deterred the gambling company Churchill Downs and Rosie’s Gaming Emporium from following through on developing a new casino-like parlor at Staples Mill Shopping Center in Lakeside.
Brookland Supervisor Dan Schmitt, vice chair of Henrico’s board, and state Sen. Schuyler VanValkenburg (D–Henrico) addressed a standing-room audience of around 200 people at a meeting last week to discuss how the county’s elected officials plan to approach residents’ concerns.
“The senator and I are here,” Schmitt said, “because if they [Churchill Downs] will not hear you, we will. We will do this over and over again until you get all the answers to the questions that you have.”
“The only thing that's going to get them to stop is shame,” VanValkenburg added. “That's one reason why we're trying to organize town halls, that's the reason why we're trying to organize letters.”
Richmond CAO Lincoln Saunders to step down

Richmond’s chief administrative officer will leave his position at the end of the year.
Lincoln Saunders, who served in the role for four years, will step down when Mayor Levar Stoney’s term expires on Dec. 31, The Richmonder reports.
That means incoming Mayor Danny Avula will have to select an interim CAO to run the city’s daily operations, instead of easing into the transition with Saunders’ assistance — as Avula previously suggested. The mayor-elect said that he’ll soon share more details about the CAO search, but in the past has said he’ll conduct a nationwide search to fill the post.
In September while addressing council, finance head Sheila White said removing her or Saunders would be detrimental to the department. Despite that, in the lead up to the election, each mayoral candidate said they planned to replace the CAO.
