On the agenda: School board budgets, development permits, transit grants

Public meeting highlights in Central Virginia for the week beginning Feb. 17.

Below are details on some upcoming public meetings in Richmond, and Chesterfield and Hanover counties.

Richmond

School Board
5:30 p.m. Tuesday

The School Board is set to host a special meeting and then a closed-door session “to consider the assignment, appointment, promotion, performance, demotion, salaries, disciplining or resignation of specific public officers, appointees or employees of the School Board.”

Planning Commission

The commission is set to vote on whether to approve a special-use permit for 2811 Rady, LLC, to build an affordable housing development at 2811 Rady St. with up to 352 units.

According to an earlier city ordinance, grant payments to the developer will be limited to incremental real estate tax revenues the project generates. To qualify, the development must have occupancy and rents at 60% of area median income for 30 years.

The commission is also slated to vote on recommending approval of the conceptual improvement plan for Brown's Island.

All commission votes are recommendations for the full City Council, which gets final approval.

Finance and Economic Development Standing Committee

The committee is set to decide whether to recommend accepting $2 million from the U.S. Department of Transportation for Richmond to review assets and properties to redevelop downtown’s transportation infrastructure.

Another proposal that the committee is expected to consider is a $371,232 grant from the Virginia Transit Association to fund a “Free Rides to Work program” in the city for certain residents

The committee is also expected to discuss a meals tax update from the Department of Finance.

All committee votes are recommendations for the full City Council, which gets final approval.

Richmond Redevelopment and Housing Board of Commissioners

Chesterfield County

School Board

The board is set to hold public hearings on the FY26 operating budget and the FY26 capital improvement plan.

The board is also expected to vote on authorizing a deal to replace the roof at Falling Creek Elementary School through a company that quoted the district a little over $1.8 million for the project.


Hanover County

School Board

The School Board rescheduled its meeting from last week, due to weather. The board is again slated to hold a public hearing over its FY26 budget and receive updates on the school division’s boundary line adjustment.

It will also consider the following agenda items:

  • policy revisions and updated terminology regarding the prohibited use of items intended for smoking on school property (These adjustments reflect a change to the Code of Virginia in multiple sections, including provisions that address criminal behavior.)
  • adding gambling addiction to the list of safety hazards on which instruction will be provided
  • a provision for distributing information on fentanyl (This reflects a change to the Code of Virginia and is necessary to remain in compliance with state law.)

Hanover County Administrator John Budesky and various department heads will present a FY26 budget draft to the county supervisors.

Last year’s budget focused primarily on investments in education, public safety and capital improvements — some of which came to fruition this year with the near completion of a new fire station and the new Ashland Elementary School building.

Supervisors will continue to examine thier long-range plans to replace the county’s aging school facilities and improve public safety buildings as they re-examine the country's capital spending plan.

The planning commission will consider a request from Brown Grove Baptist Church to construct a memorial to the historic Brown Grove Elementary School.

The proposed memorial is intended to represent the former school house located in Hanover’s historical Black community south of Ashland.

The 2-acre property was donated by Air Park Associates LP for a Wegmans distribution center, which has been tied up in court .
