On the agenda: Richmond finance report, Hanover superintendent, Henrico data center taxes

Public meeting highlights in Central Virginia for the week beginning April 7.

Below are details on upcoming public meetings in Richmond, and Chesterfield, Hanover and Henrico counties.


Richmond

City Council
1 p.m. Monday

The council is set to hold a budget work session to review Mayor Danny Avula’s proposed $3 billion spending plan for fiscal year 2026, which begins in July and ends June 30, 2026.

Scott Morris, the city’s Department of Public Utilities director, is expected to share findings from a third-party review of January’s water plant outage.

Sheila White, the city’s finance director, is also slated to present Richmond’s yearly financial report.

The panel is set to consider a resolution to establish policies and procedures for the city’s Civilian Review Board, more than two years after the City Council voted to set one up. The proposal includes the standard operating procedures for the board.

Votes by committees are only recommendations to the City Council, which has final authority on proposals.

School Board

Members are expected to get an update on the mayor’s proposed budget and its impact on the school district.

The board is also set to hear a presentation on RPS’ long-term goals as changes made by the Virginia Department of Education — including a new school ratings system and raising SOL cut scores — could impact the process, according to RPS documents.

The board will also hear a proposal on staggered starts to the 2025-26 school year, with incoming 6th and 9th graders beginning one day earlier to get familiar with their new schools.

The board is set to vote on RPS salary scale changes to reflect raises agreed to through collective bargaining deals, including a 3% increase for teachers.

Employee contracts will include language protecting RPS if it isn’t allocated enough money in state and city budgets to cover the pay raises, according to a report expected to be presented at the meeting.

Proposed policy revisions around searching students and the use of clear backpacks are on the board’s consent agenda. One provision would allow searches if a school official “has reasonable suspicion” a student has or will violate the law or school rules, and the search will discover evidence of such a violation.

The board is also expected to consider a proposal to cut the district’s allotment for Head Start by 200 seats— given the district’s under-enrollment and “new (costly) mandates regarding staffing ratios, salary, and wellness programing,” according to school documents. The regional Head Start office has indicated RPS likely would see a funding reduction if it doesn’t reduce its seat request, per RPS documents.

The committee is scheduled to get a Richmond Public Schools update from Superintendent Jason Kamras and hear a presentation on homelessness in the city.


Chesterfield County

Board of Supervisors

The board is slated to vote on proposals for the county’s FY26 budget, its 2026-30 capital improvement plan and whether to increase utility fees.


Hanover County

School Board
7 p.m. Tuesday
Hanover County Administration Building

Hanover’s School Board is expected to announce the appointment of a new superintendent.

The search for a new school division chief began after Michael Gill resigned from the position in July 2024. The board appointed Lisa Pennycuff to serve in the interim.

The board will also vote on its school boundary adjustments and redistricting plan, which will go into effect for the 2026-27 school year.

Board of Supervisors

Supervisors are expected to adopt the county budget for the fiscal year, which begins July 1. Residents will have an opportunity to comment on the proposal during the public hearing, which will be held during the board’s 2 p.m. meeting.

Board members will reconvene at 6 p.m. and accept nominations for two School Board seats representing the Cold Harbor and South Anna districts. Supervisors will review all nominees for the positions and conduct interviews during the next six weeks. A public hearing and vote on the appointments will take place 6 p.m. May 28.


Henrico County

Board of Supervisors

Supervisors are expected to vote on items related to the county budget and tax rates for the upcoming fiscal year. The proposed rates include a reduction to personal property and real estate tax rates for residents and businesses.

According to county officials, the proposed cuts would benefit around 115,000 homeowners, 320,000 vehicle owners and 20,000 businesses.

The Board of Supervisors will also consider adjusting the county’s tax rate for data centers, potentially hiking the rate for computers and other equipment from $0.40 to $2.60 per $100 of assessed value.

The board will also seek to approve an Emergency Operations Plan for county emergency procedures. This is reviewed and revised every four years and was previously adopted on April 27, 2021.
