On the agenda: Henrico and Hanover’s joint water system meeting, Richmond zoning refresh

Below are details on upcoming public meetings in the City of Richmond and Chesterfield and Hanover counties.


Richmond

City Council
4 p.m. Monday

The Planning and Development Review’s deputy director is set to update City Council on Richmond’s “Code Refresh” plan – a major effort to rewrite the city’s zoning code.

Council will also meet in a closed-door session to discuss contract talks about the City Center Development Project.

The council is expected to vote on Mayor Danny Avula’s appointment for the city’s new chief administrative officer.

Members are set to vote on a resolution backing a study on installing speed cameras in the 600 and 700 blocks of South Belvidere Street.

Council is also expected to consider a special use permit that could eventually make way for “266 affordable multi-family residential units” in the Swansboro neighborhood.

Governmental Operations Standing Committee

The committee is scheduled to vote on amending Richmond code to align with a 2024 state law prohibiting public utilities from cutting off customers’ service for not paying their bills under state emergencies, under certain weather conditions and on Fridays, weekends, holidays, or the day before a holiday.

Members are expected to also consider an agreement between the Virginia Department of Health and the city to continue public health services by the Richmond Henrico Health District.

Another proposal up for a vote would change multiple sections of city code to make all City Council liaisons and employees of the council’s chief of staff office into appointees of the chief of staff.

According to the ordinance, which is being proposed by seven of the nine city councilors, the move would help “avoid the need for public votes and discussion of personnel matters best left to Human Resources.”

Education and Human Services Standing Committee

The panel is set to get a presentation on the Trauma Healing Response Network.

Members are slated to consider a resolution to form a work group to collaborate with Richmond Public Schools on developing a “predictable and objective” method for allocating general fund revenues estimated to be available for the school district’s operating budget.

If approved by the full City Council, the work group would need to implement a plan for the 2027 fiscal year.


Hanover County

School Board

Members are set to vote on whether to raise their compensation starting in 2026, from $8,000 to $17,490 for members and from $9,100 to $18,590 for the board chair.

The board is also scheduled to discuss potential changes to the school district’s student code of conduct.


Henrico County

Board of Supervisors

The board is set to hold public hearings on amendments to the county’s FY 2024–25 fiscal year plan and changes to zoning rules surrounding data centers.


Hanover and Henrico counties

After another Richmond water crisis, the Henrico and Hanover board of supervisors have scheduled to meet to get an update and discuss their water systems and the challenges and opportunities for a regional collaboration.
