On the agenda: Richmond official residency rule, Chesterfield data centers

Below are details on upcoming public meetings in the City of Richmond and the counties of Chesterfield, Hanover and Henrico.


Richmond

City Council
6 p.m. Monday

Council is expected to vote on a proposal to require 31 more top officials to live within city limits — including department heads, the city auditor and inspector general.

Mayor Danny Avula opposes the effort, with administration officials calling it “inappropriate and counterproductive” in a memo to City Council.

Avula’s team argues the move would hinder recruitment, reduce diversity and disrupt operations. But the ordinance is sponsored by six of the nine councilors, so the change appears to have the votes to pass.

Members are set to vote on a city code change proposed by Avula to allow Richmond to seek contracts for projects using “reverse auctions,” which award deals to “the lowest responsible and responsive bidder.”

Also on the agenda:

  • A proposal to form a group to work with Richmond Public Schools on developing a “predictable and objective” method for allocating general fund revenues estimated to be available for the school district’s operating budget.
  • A resolution backing a study on whether to put a speed camera in the 600 and 700 blocks of S Belvidere Street and others that might fit the criteria. In May, the Land Use, Housing and Transportation Standing Committee recommended that council strike the proposal.

Police Chief Rick Edwards is slated to update the committee on RPD’s “environmental officers and operations.”

The panel is also expected to hear a code enforcement update from planning director Kevin Vonck.


Chesterfield County

Supervisors have set a work session on the 2025 state legislation impacting the county, where they are also expected to hear a monthly report on funding for district improvements.

The board is then scheduled to go into a closed session to discuss “the Performance of the Clerk to the Board,” per the agenda.

The board is set to vote on whether to approve fixed tax rates ($0.24 per $100 of assessed value) for companies considering building data centers in Chesterfield.

“Project Skye(Skyward)” is looking to buy about 871 acres and “Project Loch (Aeris)” is seeking around 342 acres, county documents show.

Supervisors are expected to consider a proposed amendment to the county’s fiscal 2026 budget to use $800,000 to pay for six new assistant commonwealth’s attorney positions.


Henrico County

Supervisors are scheduled to get a legislative update and the latest on Henrico’s affordable housing trust fund.

The board is set to vote on authorizing a memo of understanding for the plan to re-acquire the GreenCity property after the initial developer defaulted on payments.

The county aims to resell the 93-acre parcel along Interstate 95 and East Parham Road to re-ignite an arena-anchored project.

Supervisors are also expected to consider a resolution allowing the county to apply for up to $10.5 million in federal grant money to help pay for part of the Beulah Road relocation, which has a total price tag of $15 million.

According to the meeting’s agenda, the project requires about “3,700 linear feet of new alignment between La France Road and Portugee Road,” and improving “5,000 linear feet of La France Road near the existing intersection with Beulah Road.”

Hanover County

Wednesday's 2 p.m. meeting focuses on two items in closed session: "Consideration of the acquisition of real property for a public purpose" and a pair of performance reviews.

However, the 6 p.m. meeting includes a slew of public hearings and administrative tasks for Hanover supervisors' last scheduled meet in fiscal 2025 — including a redo session on changes proposed to the real property tax rate earlier this year.

Also on the agenda:

  • hearing on amending county code to comply with statewide updates to the State and Local Government Conflict of Interests Act (COIA)
  • proposal authorizing a pay raise for the Hanover County Board of Elections
  • an appointment (Board of Zoning Appeals, Ashland District) and a reappointment (Parks and Recreation Advisory Committee, Ashland District)
